About Howard
Professionally, Howard Lull is a seasoned veteran of over 20 years in the Healthcare and Hospital Administration business. He is an accomplished Clinician, Administrator, Consultant, Speaker and Author.
Howard currently is President and Owner of L3 Healthcare Consulting. He travels throuhgout the country assisting Emergency Department leadership teams in establishing value based cultures for healthcare organizations that are interested in investing in their people. After serving in the US Army, he began his career as an emergency department nurse graduating from Missouri Western State University with his BSN in Nursing and he then finished his formal education at the University of Missouri-Columbia School of Medicine graduating with a Masters in Health Administration. He is a member of Sigma Theta Tau International Nursing Honor Society, and is currently licensed to practice as an RN.
His resume includes holding positions in hospital administration and clinical operations at both Level 1 University and Level 2 Tertiary Regional Hospitals in New York and Missouri and Massachusetts and Connecticut. Howard is skilled in department consolidations, case management, continuous quality improvement, union grievance processes, writing certificate of needs for various initiatives undertaken by the hospitals mission and board. He has well developed skills in team building, customer satisfaction and retention, design through implementation of emergency department and trauma programs and working with internal and external constituents to form successful partnerships.
Howard is known as an excellent communicator who brings creative and positive problem solving approaches, with a high level of energy and initiative.
Howard’s past responsibilities include Service Line Administration for Emergency and Ancillary departments as well as physical plant departments. Those include an Adult and Pediatric Emergency Departments, Trauma services, Dept of Environmental Health and Safety, Department of Environmental Services, Physical Plant Department, Department of Public safety and Security, Regional Certified Poison Control Center, Disaster Preparedness and many other committees. His responsibilities also included physician medical group contracting. He has lead institutions in successfully attaining State Trauma designations and has served with the American College of Surgeons performing Trauma Site Surveys.
In 1993 Governor Mel Carnahan of the Great State of Missouri appointed Howard to serve on the Missouri State Advisory Board for Emergency Medical Services and the Missouri State Poison Control Advisory Board.
Howard is sought after to deliver encouraging and challenging presentations urging personal accountability as well as imparting vision to live centered lives.

Personally Howard has been married for 25 years to wife Brenda and has 2 children both in college.
Howard considers his children his greatest accomplishment ever, as they are healthy contributing members in their communities.
Howard has run 12 marathons and many other road races and enjoys exercise and fitness. He served as a trainer for several members of the Kansas City Chiefs and Dallas Cowboys treating injuries sustained during summer camps. His favorite sports teams include the Kansas City Chiefs and Kansas City Royals as well as his alma maters Missouri Western State University Griffons and the University of Missouri Tigers. While living in Upstate New York he also became a big Syracuse Orange fan. That said, Howard enjoys being around people and college athletics and most weekends can be found attending a game or event and spending time with his family.
